State Department SOP

I can only assume that the State Department has standard operating procedures (SOP) in place requiring our embassies around the world to keep Washington informed in a timely manner of any important events as they occur.  If the Ambassador of Honduras woke up tomorrow and a large crowd stood outside the embassy gates holding signs demanding improved US immigration policies, wouldn’t he inform Washington?  And later, when radicals with bullhorns appeared and start whipping up the crowd, wouldn’t they update Washington?  And maybe upgrade security?  And later still, when protesters are seen on the perimeter of the crowd with rifles and torches, is this something Washington needs to know?   If this is how the State Department works, we could easily follow the email or phone records trail and see how the peaceful protest changed into an armed attack on the embassy.

So, where are the emails from Benghazi saying there’s a peaceful protest going on in front of the Embassy?  And that the protesters are holding signs condemning a YouTube video?  And the follow-up emails where the protest slowly got worse until it degraded into a full out attack on the compound?  And the emails showing the increases in security as the mood of the protest changed?

If the State Department doesn’t work this way, should they?

As a side note, during the FBI investigation of the Benghazi attack, did they find any signs laying in the street protesting the You Tube video?
